1. Vision:

To empower the Scheduled Tribes population Socially, Economically, Politically and bring them at par with other categories.

2. Objective:

a) To ensure Protection & empowerment of scheduled tribes in the matters pertaining to service and atrocities inflicted upon them.

b) To Implement the Forest Rights Act, 2006 by conferring the· forest rights to the deprived Scheduled Tribes and Other Traditional Forest Dwellers for several decades.

c) To ensure that financial benefits are transferred directly to the beneficiaries through ECS (DBT) mode.

d) To map all the Central schemes.

e) To establish at least one infrastructure project in each Tribal village in order to make the tribal community self reliant and to preserve their culture and tradition.

f) To formulate schemes to for socio economic security of the tribal community.

3. Short term Goals (to be achieved by 2020-21)

i. To provide all the facilities and help to achieve the success in the field of education at par with general category.

ii. To monitor the implementation of all the schemes implemented by this Directorate, in order to reach out to the vulnerable Scheduled Tribes people staying in the remote villages.

iii. To provide financial assistance to the needy ST women to help them to educate their children.

iv. To achieve the speedy disposal of the cases under Prevention of Atrocities Act, 1989.

4. Medium term goals (to be achieved by 2020-23)

1. To provide all the help to uplift socially backward Scheduled Tribes population such as to provide good housing/ financial assistance to widows for upbringing of their children.

ii. Development of State Portal for schemes of the Directorate of Tribal Welfare.

iii. To achieve holistic development of tribal with the line department implementing Tribal Sub Plan.

iv. To empower economically the ST people by providing schemes for self employment and livelihood.

v. To encourage Tribal youth to take up entrepreneurship.

5. Long term goals (to be achieved by 2020-2025)

i. To bring the tribal population in the mainstream in the State of Goa.

ii. To get the Political reservation in legislative assembly in the State of Goa.

111. To implement the Forest Rights Actl 2006 in letter and spirit by

conferring the forest rights to the deprived Scheduled Tribes and other Traditional Forest Dwellers for several decades.

IV. To ensure and protect the Scheduled Tribes from atrocities inflicted against them.

6. Strategic Planning:

a) Unless & until the importance is not given to Publicity & Awareness1 it is not possible for us to reach out to each & every individuals. So strengthening the hands of grass root level Village Panchayat functionaries by forming the schemes for publicity. The Directorate of Tribal Welfare observes Prerana Din and hosts Adivasi Vidhyarthi Sammelan every year to make the members of ST communities aware about the various developments that are and will be taking place to bring about qualitative change in their lives. Similarly scheme named "Sahayata11has been formulated in order to create awareness among the tribal communities in order to achieve the goals of the Department.

b) Goa State ST Finance & Development Corporation Ltd. Functioning under the Department of Tribal Welfare has formulated the schemes for Self employment Ashray Adhar Schemel Short term loan scheme in order to make ST people self reliant and to bring them in the main stream.

c) Department of Tribal Welfare provides grant in aid to Goa Commission for SC & ST in order to strengthen the commission to protect the rights of SC/ST people.

7. Action plan:

1 To effectively implement schemes implemented by Central and State Government for the welfare of scheduled tribe community.

2 To conduct awareness of a ll the schemes implemented by this directorate in order to reach out the tribal person residing at remotest place.

3 To impart tra ining for skill deve lopment to faci litate self development with the help of line departments.

4 To mobilize the resources of various line depa rtme nts under TSP.
